Madrid operates strict environmental driving zones to reduce pollution. These zones are called zona de bajas emisiones (low emission zone) or ZBE. You must know your vehicle category before driving in the city.
Types of ZBE in Madrid
Madrid has three distinct zones with different restrictions.
- Madrid ZBE: This covers the entire municipality of Madrid, including the M-30 ring road and all areas outside it.
- Distrito Centro Special Protection Zone (ZBEDEP): This covers the historical city center. It has the strictest access rules.
- Plaza Elíptica Special Protection Zone (ZBEDEP): This covers the area surrounding the Plaza Elíptica transit hub. It targets high-pollution vehicles.

Vehicles without a badge (Category A)
You cannot drive or park anywhere within the entire municipality of Madrid. This rule applies to all streets and highways, including the M-30.
Vehicles with Sticker B (Yellow) or Sticker C (Green)
- Madrid ZBE and Plaza Elíptica: You can drive freely. You can park in any public or regulated parking space.
- Distrito Centro: You cannot enter the zone unless you park immediately in a public car park. You can also enter if you are a resident, or if you drive a commercial delivery vehicle during authorized hours.
Vehicles with Eco or Zero badges
You can drive and park in all zones without restrictions. Eco vehicles can park in SER zones for a maximum of 2 hours at a discount. Zero emission vehicles can park in SER zones indefinitely for free.
Enforcement and fines
The municipal government enforces the ZBE rules using an automated camera network. Cameras read the license plate of every entering vehicle. The system matches the license plate with the DGT database.
If you enter a restricted zone illegally, you will receive a fine.
- Fine amount: €200.
- Prompt payment discount: The fine is reduced to €100 if you pay it within 20 days.
- Points lost: You do not lose points on your driving license.

Questions and answers
Can I drive to my hotel in Distrito Centro?
Only to park. You can enter Distrito Centro with a B or C sticker only if you park in a public car park inside the zone. Many hotels have agreement car parks. Ask your hotel to register your license plate to avoid a fine.
Do these rules apply to motorcycles?
Yes. Motorcycles without a badge cannot enter. Motorcycles with B or C stickers can enter Distrito Centro between 7:00 AM and 10:00 PM. Outside these hours, you must park in a public car park. Eco and Zero motorcycles have unrestricted access.
Is the M-30 ring road part of the restricted zone?
Yes. The M-30 is inside the Madrid ZBE. You cannot drive on the M-30 if your vehicle does not have an environmental badge.
Can I register my classic car as historical?
Yes. If your vehicle is over 30 years old, you can apply for a historical license plate at the DGT. This grants access to the restricted zones.
